How an EOI Works: The Jalan Merbok Notice

A fresh 103-year lease is the first detail in an EdgeProp report of 7 October 2026 on a leasehold redevelopment site at Jalan Merbok, and the notice shows neatly how an expression of interest, or EOI, works. The steps below follow the order in which the notice unfolds.

What an EOI is, in plain English, for Sophia Meadow readers

An expression of interest is an invitation to come forward. Rather than naming one buyer at one stated figure on one stated day, the notice asks interested parties to respond with an offer of their own, and it sets out what is on the table so each response can be shaped around it.

According to EdgeProp, the Jalan Merbok site is offered in exactly this way, and its area is 94,907 sq ft.

How the lease and the zoning read at Jalan Merbok, for Sophia Meadow readers

A lease gives the right to use a piece of land for a set number of years. EdgeProp described the term here as fresh, which means the term is brand new and carries its full length of 103 years.

Zoning is the land-use label that the Master Plan attaches to a plot. EdgeProp lists the Jalan Merbok site under Educational Institution zoning in Master Plan 2025. In other words, the plan's label for this plot names an institutional use, which sits close to the care and training uses that the notice prefers.

Uses, offers and the closing time, set out for Sophia Meadow readers

The preferred uses, as EdgeProp reported them, are senior living and care facilities. Four examples are given: assisted living, a nursing home, a day care centre and a training centre for health and medical care. Assisted living helps people with daily routines, a nursing home provides nursing care, a day care centre looks after people during the daytime, and a training centre teaches the skills used in those settings. EdgeProp added that planning and regulatory approvals apply, so a preference marks a direction and the approvals route remains part of the picture.

An offer comes with a proposed concept. EdgeProp reported that interested parties submit their offer together with that concept, which is their own plan for what the site would become.

The invitation has a fixed end. EdgeProp reported that the EOI closes at 3 pm on 6 November 2026, and its article went out at 5.57 pm on 7 October 2026. Offers can be lodged up to that hour, and the close is the point at which the set of offers is complete.

Sophia Meadow is a boutique five-storey block of 41 homes at 132 Sophia Road, Mount Sophia, District 9, on a 103-year leasehold running from 15 March 2024.
